Seminar "Sustainable Self-Governance on the Estonian-Russian Border"

Valga County Association of Local Authorities (Estonia) in cooperation with the Nordic Council of Ministers’ Office in Estonia and Association of Local Authorities of the Pskov Region arranged a joint seminar "Development of Strong Self-governance in Russian-Estonian Border Regions" on September 24-28 in the town of Valga, Estonia.

 The seminar aimed at developing local and regional administration in the border areas between Russia and Estonia. In addition to the role of local authorities in promoting development in the border regions and legislation covering the planning of the budget of local governments, much attention was dedicated to some practical issues for local authorities.

The seminar programme included the role of local authorities in management of educational training, culture work, social welfare, environmental control, public water supply and sewerage, etc. A special issue in the seminar was management of the former state-owned dwelling space and formation of apartment associations in blocks of flats. One of the aims of the seminar was to assist the Russian counterparts to implement the administrative reform of the Russian Federation launched in 2006. About 30 representatives of local authorities in the Russian-Estonian border area attended the seminar.
